Temporary residence permit for settling permanently - changes from 2026

Currently it is possible to apply for a temporary residence permit for settling permanently after 3 years of residing in Estonia within a 5 year period. Some other conditions apply such as having settled well in Estonia.
From 1st of January 2026 the conditions will change:
A2 level language requirement is introduced;
Completion of an "integration programme" is introduced (details yet unknown).
These conditions are not applicable to persons holding a residence permit for settling permanently before 1st of January 2026 and who are looking to extend it. Also if you apply for persons who apply for a temporary residence permit for settling permanently before 1st of January 2026 but the decision is made after 1st of January 2026.
So if you are looking to apply for this type of permit the application should be made within 2025 to avoid these additional conditions.
